The protocol requires active development of a qualified backup supplier. The backup development target, timing, and volume split protocol are specified in Section 12.5. This requirement is mandatory, not aspirational, and applies from the outset of Year 1 operations." Decision: the single-supplier prohibition remains in force as an operational requirement and is addressed in Section 12.5 of the SOP.
