Purpose & scope — DARM-SOP-DPA-001

This SOP governs how Daralbeida Maroc SARL, through its Morocco agent, accesses and maintains the Moroccan olive mill registry. The registry is not a public database. It exists across three institutional custodians — MAPMDREF (ministry), ONSSA (sanitary regulator), and Interprolive (sector federation) — each of which holds a distinct slice of the data and is accessed through distinct channels.

The registry matters for two reasons. First, sourcing qualification: Daralbeida's SOP DAB-SOP-SOURCING-001 requires verified ONSSA agrément status as an eliminatory criterion. A regional mill list from the DPA or ONSSA accelerates the long-list construction phase without relying solely on trade fairs and word-of-mouth. Second, strategic intelligence: identifying off-grid diesel-powered mills is the first step toward biomass valorization partnership conversations in Years 2–3.

Two access pathways exist: formal written request to the relevant directorate or office, and relationship-based access through the Morocco agent's institutional contacts. The relationship pathway is faster and yields richer data. Both pathways are documented here. The Morocco agent is the sole executor of this SOP.

Note
The formal request route yields data but is slow — 4 to 12 weeks typical response time. Use it in parallel with the relationship pathway, not instead of it. The DPA director relationship unlocks the same data faster and with richer context.

Identify the correct DPA per target region
Priority regions: Fes-Meknes, Beni Mellal-Khenifra, Marrakech-Safi. Each region has a Direction Provinciale de l'Agriculture. Fes-Meknes DPA is the highest-priority first contact — it covers 27% of national olive production and 4 810 documented units.

Draft formal letter on Daralbeida Maroc SARL letterhead
Address to the Directeur Provincial de l'Agriculture. State purpose: sourcing qualified ONSSA-certified pressing facilities for premium EVOO export to the United States under MAFTA. Diesel-Powered Mill Identification
Why this matters — strategic context

No public registry tracks mill power source. The diesel/off-grid category is inferred, not listed. A substantial number of Morocco's traditional mills operate off-grid, relying on diesel generators — particularly in rural Beni Mellal-Khenifra, high-altitude Fes-Meknes subregions, and parts of the Oriental region where grid infrastructure is sparse. The research literature documents this as an environmental and cost burden: diesel combustion generates emissions, and fuel cost is a significant operating expense for small mill operators.

For Daralbeida's sourcing purposes in Years 1–2, diesel-powered status is a neutral data point — it affects neither ONSSA qualification nor oil quality. For Year 2–3 biomass valorization conversations, identifying diesel-dependent mills is the first step: these operators are the most motivated potential partners for on-site biomass gasification or pellet co-processing, as it directly offsets their fuel cost.

Geographic proxy — rural + high altitude
Mills located more than 15 km from the nearest medium-voltage grid line, or at altitudes above 800m, are statistically more likely to be diesel-dependent. The DPA list with commune-level location data allows this filter to be applied. The Morocco agent flags these communes at list-processing stage.

Technology-type proxy — traditional press mills
Traditional hydraulic press mills (maasra) are the dominant type in rural areas and are vastly more likely to be off-grid than modern continuous units. Conduct standard
All institutional interactions are conducted in the name of Daralbeida Maroc SARL, not in the name of the founder. The Morocco agent presents as the company's designated representative. The founder is never named in correspondence with MAPMDREF, ONSSA, or Interprolive unless a specific executive meeting is arranged and confirmed in advance. Language of correspondence: French. Meetings may be conducted in Darija where the contact prefers it.

This SOP is reviewed annually. The contact log is a living document and must be updated within 48 hours of any institutional meeting. Registry data received (partial or complete) is stored in the Daralbeida Maroc SARL secure folder and not shared with third parties without founder approval.

The diesel mill identification section is classified as Year 2–3 intelligence. No biomass valorization conversations are to be initiated with any mill operator in Year 1. The data is gathered passively — as a by-product of the sourcing site visit process — and logged for future use.

If MAPMDREF or ONSSA declines the formal data request, the Morocco agent escalates through Interprolive's institutional relationship with ONSSA (documented: Interprolive and ONSSA collaborate formally on the national mill training programme). This is the fallback introduction path if direct engagement stalls.
